After the Second World War ended in a Nazi victory, the United States fell under totalitarian control. By 1961, New York City has suffered catastrophic damage; specifically, Manhattan was destroyed by a Nazi atomic bomb. Despite this devastation, the city remains a focal point for the resistance movement. The group known as the Kreisau Circle establishes contact with a specific cell hiding inside the Empire State Building. This structure, likely one of the few standing landmarks in the ruins, becomes a strategic stronghold for planning the liberation of America. The presence of this cell highlights that even in the face of nuclear annihilation and occupation, organized opposition persists within the city's skeletal remains.

In Their Own Story

Following Caroline Engel's death and Blazkowicz's resurrection via a bioengineered body, the Kreisau Circle sets out to liberate the United States. Their first major objective involves reaching Manhattan, now a field of ruins from an atomic bomb. There, Blazkowicz locates the resistance cell operating out of the Empire State Building. It is here that he meets and recruits Grace Walker, a scarred African-American Black Power activist, and Norman 'Super Spesh' Caldwell, a lawyer-turned-conspiracy theorist. This meeting in the shadowed ruins marks a turning point, as the group shifts from survival to an active campaign to cripple Nazi leadership by targeting the Oberkommando in Roswell.
